Hi.
If I search for messages in nl-be I get the message: “This code is not used in MediaWiki. Use 'vls'”
That’s wrong. vls is a dialect in the coastal region of Belgium, whereas nl-be is supposed to be the Belgian variant of Dutch. It should have default fallback language nl, but it might still be necessary or preferable to have some messages differ from nl.
