I've read the documentation, but yet I did not understand what $3 indicates. What does “the affected page” mean in this case?

My understanding is that “the affected page” is the page that was previously globaly blocked.

I don't understand the word “page”. Since when PAGES are blocked? Shouldn't it be "the affected USER" instead?
