It seems that 'vow' is a contraction of vowal and 'con' is of consonant. Should we translate 'vow' and 'con'?
I don't think they need to be translated. They define the inflections that the I18n inflection gem uses to allow complex values in the translations, e.g. "@vow_or_con{vow:an|a}" but I don't think the values for the "vow" key in the inflection section are used. If you come across "@vow_or_con{vow:an|a}" you can use that to pick different articles depending on whether the next word begins with a vowel or consonant
