- If I understand correctly, this is a title of an issue, which is already open, although I might be wrong.
- Another option that I can think of is that "Open" is an imperative verb, but it's probably not right.
- And there may also be some other meaning.
- In English, the imperative verb and the adjective are the same, but in many other languages they would be different (e.g. Открытая проблема / Открыть проблему).
