Since the tooltip provides the information that the edits to be rolled back are by the last user, I think that there is no need to add "by this user" to the message. It is best to have this as short as possible in the log.
As to whether it should be "Roll back $1 edits" or "Rollback $1 edits", after having thought some more, I would prefer to have "Rollback $1 edits", because:
- It's best not to fix things that aren't broken
- All the documentation on "rollback" will not be as straightforward for new sysops to find if they read "roll back" instead - I agree with Jan Luca in this.
- Although in general I prefer plain English to jargon, jargon is useful when used by a particular group of people, sysops here, referring to a particular technical function.
- Personally I have no problem interpreting rollback as a verb
