Non-localized time display in validationstatistics-pndtime

The message validationstatistics-pndtime displays time in parameters $1 and $2. It seems that the time is displayed as "9,432h 57m 13s" - h, m, and s are not localized. They should be.

(It's possible that they already are localized somehow. I am looking at the version installed at http://he.wikisource.org/wiki/Special:ValidationStatistics , and the localization there is not completely up to date.)

Link to the message: Validationstatistics-pndtime (“Edits that have been checked by established users are considered ''{{int:validationstatistics-stable}}''.
The average review delay for [[Special:OldReviewedPages|pages with edits currently pending review]] is '''$1'''; the delay measures how long the oldest pending edit has gone unreviewed.

If they are to be localised, the values have to be come from the CLDR. This is what that standard is there for.

MediaWiki has a time implementation in MessagesXx.php and the Language class. Best create a bugzilla: issue.
