What is navigation bar? There is three bars that I know: the sidebar, the tabs and the personal links. Navigation bar could be any one of these.
It's a guess, but i'm quite sure that it's the sidebar. What else can be collapsed?

- Trevor says: I think you are talking about the "namespace", "view" and "actions" menus? In vector these are rendered in 3 distinct places, while Monobook and Modern render them all in a single set of tabs.
Go figure.
Check this option at the appearance tab of the settings and the interaction group of the sidebar and sidebar groups below become hideable.
Should the message terminology be changed?
I rather would leave it as is, since "sidebar" is a technical term, that we know, but the average user will likely not be able to recognize, or tell it from the other "bar"s. --Purodha Blissenbach
And how is the dull user supposed to now what is navigation bar when developers including my cannot work it out?
I agree with Nike, the message must be changed. If it's the sidebar, then call it sidebar. The meaning is obvious, and even easily translatable (there isn't any other bar on the side of something).
